Shafer Gaston is the Vice President for Membership for PMI Upstate New York, where he is responsible for member recruitment and retention, marketing and communication, member services, and outreach with local academic institutions and employers.
Shafer is a retired submarine officer who has worked in federal government, local government, and private sector roles in both Project Manager and Operations Manager capacities. He is currently the manager of Engineering, Facilities and Safety at Amsterdam Printing and Lithography, a Taylor Promotional Products facility in Amsterdam NY. Additionally, he moonlights as a project management instructor for academic and non-profit entities who want to raise their project management level of knowledge.

Frank Yeboah serves as Vice President of Information Technology for PMI Upstate New York, where he leads strategic initiatives that strengthen digital infrastructure, enhance member experience, and support the chapter’s long term growth.
A seasoned healthcare executive and Project Management Professional, Frank brings a results driven approach to technology leadership, aligning systems, data, and innovation with organizational goals. He currently serves as Administrator of a 300 bed skilled nursing facility, where he led a transformation from a one star rating to sustained five star quality performance while significantly increasing census and operational stability.
Frank is a Fellow of the American College of Health Care Administrators and holds multiple credentials including PMP, Health Services Executive, and multi state licensure. His expertise spans technology strategy, operational excellence, and leadership development, with a strong focus on building scalable systems that deliver measurable impact.
Through his role at PMIUNY, Frank is committed to advancing the use of technology to drive engagement, efficiency, and value for members across the region.

The Vice President of Events and Programming leads the planning and delivery of a dynamic portfolio of chapter programs, including meetings, workshops, conferences, and networking events, designed to support professional growth, foster meaningful connections, and enhance the overall member experience. This role ensures events are strategically aligned with chapter goals and PMI standards while continuously improving content, format, and engagement based on member needs and feedback. Working closely with board members, speakers, sponsors, and volunteers, the VP of Events oversees program development, speaker coordination, logistics, communications, and performance tracking to ensure each event is well executed, impactful, and valuable to the chapter community.
